Measured results come with an agreement. Scorecards, latency and false-positive figures, operational reports, and test coverage are released under NDA, so they reach you with their context attached rather than as a number on a page.
Offensive tooling is gated. Access is subject to export-control and US-person review, and capability against real systems is case-by-case under agreement. Detection and blue-team work moves faster.
